
International Computer Driving License (ICDL) is a certification, which certifies
that the holder has knowledge of the essential concepts of Information Technology
(IT) and is able to use a personal computer and common computer applications at
a recognized level of competence. In practice the ICDL certificate indicates that
the holder has passed one theoretical and six practice-based tests which assesses
the holder’s competence in using a personal computer and working with common computer
applications, and also their knowledge in IT.
The overall objective of the ICDL programme is to give the participants a higher level of knowledge about IT and to improve
competence in using a personal computer and its common applications. Other benefits of the ICDL are:
To ensure that all computer users understand the best practices and the advantages of using a personal computer.
To increase the productivity of all employees who need to use computers in their work.
To enable better returns from investments in IT.
The ICDL is deployed and monitored by the European Computer Driving License Foundation (ECDL-F). The role of the Foundation is
to promote and co-ordinate the development of the ICDL concept. Other Asia Pacific countries which have accepted ICDL are Brunei,
Hong Kong, India, New Zealand, South Korea, China and Singapore, just to name a few.
In July 2003, METEOR Technology has been accredited as an Approved Test Center for ICDL by ICDL Asia Pacific Ltd., which is
based in the United Kingdom. Then, in May 2004, ICDL became an approved training programme under the Human Resource Development
Fund’s (HRDF) PROLUS scheme. Employers may send their staff to attend the training and submit their claims to HRDF after the
completion of the course.
